Neil served on the comhairle from 2012 to 2017 and was vice chairman of the environment and protective services committee.
Having returned from the Central Belt to his family roots in North Uist 40 years ago, Neil retired from his job with QinetiQ on the Hebrides Range prior to his election to the North Uist and Benbecula ward of the comhairle.
Neil was a member of North Uist Community Council and clerk to the Grazings Committee in Knockintorran. He also served as a director of North Uist Development Company.
Comhairle convener Kenny Macleod said: 'Neil was a knowledgeable and unassuming individual who worked quietly and effectively for his community.
'Our thoughts are with Neil’s family and friends at this sad time, particularly his wife Grace and daughters Laura and Kirsty.'
The comhairle flew its flag at half-mast at its Balivanich office last week.
