In the event also attended by Minister for Equalities, Migration and Refugees, Emma Roddick MSP, Cllr Fanet described the Highlands as a great place to live 'where you can be who you truly are'.
She also stressed that people approached her not because she is the Highlands' first transgender councillor, but because they want her help on issues such as housing.
The core of Cllr Fanet's speech was on the importance of visibility, but also appreciating support is not always on immediate display.
"There is a lot of love and support out there but it is not always visible," she said.
The councillor recollected a time she had handed the Corran Ferry a rainbow flag, which it happily flew - a case of support being present but previously unseen.
Cllr Fanet added: "If you don't make visibility happen we will never know that there is a lot of love and support out there."
"Visibility brings normality without having to think about it."
Finishing her speech, Cllr Fanet said: "So let's work together to make more of this happen, to create more visibility. It can be done. Let's work on this together. Have a great day all of you and lets believe in ourselves. We can do it."
